Vanliga frågor
When is EBR Cable Laying required?
EBR Cable Laying is required when performing cable laying work within electrical power grids in Sweden where the grid owner follows the Swedish Energy Companies’ (Energiföretagen) requirements. It is commonly mandatory for contractors working on underground power cables.
Is this training sufficient on its own to work with cable laying?
No. According to Energiföretagen’s requirements, the EBR Cable Laying certificate is only valid in combination with a valid ESA certificate. In most cases, this means the training must be complemented with, for example, ESA E2.
Who requires EBR Cable Laying certification?
The requirement is usually set by grid owners and clients who demand that personnel performing cable laying work meet EBR competence requirements before being allowed to work in their networks.
Can you perform cable laying without EBR training?
When working within power grids where EBR applies, cable laying without valid EBR training is normally not permitted. Lack of certification may result in denied access to the site or rejection of completed work.
How long is the EBR Cable Laying certificate valid?
After completing the training, the certificate is valid for 6 years, provided it is used together with a valid ESA certificate.
What type of work does EBR Cable Laying cover?
The training covers, among other things:
- excavation and cable trenches
- cable laying and handling
- environmental aspects of excavation and cable work
- risks during cable work near live or high-voltage cables
- completion checks before handover
- self-audit according to EBR requirements
Do you need to be an electrician to attend EBR Cable Laying?
No. The course is intended for professionals involved in cable laying work, such as excavator operators, construction workers, and truck drivers who handle cables during installation or unrolling.
Is EBR Cable Laying a certificate or a license?
EBR Cable Laying results in a certificate issued according to Energiföretagen’s requirements. It is a proof of approved training and competence.
What is a self-audit in connection with EBR Cable Laying?
A self-audit is a documented check that confirms cable laying work has been carried out according to applicable EBR requirements, methods and quality standards before handover.
What is a self-audit scheme?
The self-audit scheme is a document that is required of the company that is performing the cable laying. It contains all the measures (descriptions, routines, activities etc.) put in place by the electrical installation company in order to guarantee that the electrical installation work is carried out in accordance with the requirements of the Electrical Safety Act and the regulations of the National Electrical Safety Board.
Self-audit requires the company to:
- determine what electrical installation work is done in the company,
- determine the applicable rules (Electrical Safety Act with corresponding ordinance and regulatory provisions) and what they involve, and
- develop the routines and activities required in order to be certain that the rules are followed.
Read more about it on Elsäkerhetsverkets webpage.
Is EBR Cable Laying applicable to high-voltage cables?
The training is based on EBR Requirements for Cable Installation and applies to cable laying work up to 145 kV, according to KJ41.
Is ESA training mandatory together with EBR Cable Laying?
Yes. The EBR Cable Laying certificate is only valid when combined with a valid ESA certificate, as ESA governs electrical safety during work in or near electrical installations.
What happens if EBR requirements are not followed?
Failure to follow EBR requirements may result in:
- increased risk of accidents or damage
- rejected work during inspections
- delays in project handover
- contractual or liability issues
Does EBR Cable Laying need to be renewed if rules change?
If Energiföretagen updates requirements or if the grid owner changes its competence demands, additional training or updates may be required even before the certificate expires.
Is the training theoretical or practical?
The training combines theory with practical examples and includes a digital final exam. It also provides templates and guidance for performing self-audits.
