Om utbildningen
Do you work with underground cables, cable cabinets or poles belonging to electrical power grids in Sweden? Then you need by law a self-audit scheme and the right knowledge of rules, methods and working methods to be allowed to perform the work. Training gives you the right to perform cable work and is based on the publication EBR Requirements for cable installation and KJ 41:21. The training includes a practical template for a self-audit scheme (value 1995 SEK!). This training is also combined with ESA E2 Instructed person.
Innehåll
– Relevant laws, regulations and ordinances.
– EBR requirements for competence.
– Work environment risks during cable laying (ESA Excavation near and near a high-voltage cable).
– Environmental aspects during cable excavation and cable work.
– Check completion before handover.
– Cable laying according to EBR report cable laying max 145 kV (KJ41).
– Self-audit.
-ESA E2 Instructed person

Vanliga frågor
What is included in this combined training?
This course combines EBR Cable Laying (KJ41:21.1) with EBR-ESA E2 Instructed Person. It provides both the competence required for cable laying work and the electrical safety knowledge needed to work safely in or near electrical installations.
Why combine EBR Cable Laying with ESA E2 Instructed Person?
EBR Cable Laying certification is only valid when combined with a valid ESA certificate. This course offers a complete solution, allowing participants to meet both EBR and ESA requirements in one training programme.
What does “ESA E2 Instructed Person” mean?
An ESA E2 Instructed Person is someone who has received specific instruction in electrical safety and is allowed to perform certain tasks in electrical environments under defined conditions and supervision.
When is ESA E2 required together with cable laying?
ESA E2 is required when cable laying work is carried out in environments where there is a risk of electrical hazards, such as excavation near live cables or work close to electrical installations.
Who is this combined course intended for?
The course is designed for professionals involved in cable laying work, such as:
- excavator operators
- construction workers
- cable installers
- truck drivers handling cables during unrolling
Do you need to be an electrician to attend this course?
No. The course is intended for non-electricians as well as professionals who need to work with cable laying and require ESA E2 instructed person competence.
How long are the certificates valid?
After completing the course:
- EBR Cable Laying is valid for 6 years
- ESA E2 Instructed Person is valid for 3 years
Both certificates must be valid for the work to be permitted.
Who issues the certificates after completed training?
The certificates are issued according to the requirements of the Swedish Energy Companies (Energiföretagen) and ESA guidelines after approved completion of the training.
What type of work does the course cover?
The training covers:
- cable laying according to EBR requirements (up to 145 kV)
- excavation and work near electrical cables
- environmental and work environment risks
- completion checks before handover
- self-audit according to EBR
- electrical safety as an ESA E2 instructed person
Is a self-audit included in the training?
Yes. The course includes a practical template for a self-audit scheme, which is required when performing cable laying work within Swedish power grids.
What is a self-audit scheme?
The self-audit scheme is a document that is required of the company that is performing the cable laying. It contains all the measures (descriptions, routines, activities etc.) put in place by the electrical installation company in order to guarantee that the electrical installation work is carried out in accordance with the requirements of the Electrical Safety Act and the regulations of the National Electrical Safety Board.
Self-audit requires the company to:
- determine what electrical installation work is done in the company,
- determine the applicable rules (Electrical Safety Act with corresponding ordinance and regulatory provisions) and what they involve, and
- develop the routines and activities required in order to be certain that the rules are followed.
Read more about it on Elsäkerhetsverkets webpage.
Can you perform cable laying work without ESA E2?
No. Without a valid ESA certificate, the EBR Cable Laying certificate is not valid, and work within power grids is normally not permitted.
Is this course suitable for international workers in Sweden?
Yes. The course is held in English and is suitable for professionals working in Sweden who need to meet Swedish EBR and ESA competence requirements.
What happens if EBR or ESA requirements are not fulfilled?
Failure to meet EBR or ESA requirements may result in:
- denied access to worksites
- rejected or non-approved work
- increased risk of accidents
- contractual or legal issues
Is the training theoretical or practical?
The training combines theory with practical examples and concludes with a digital final exam to verify competence.
